One of three (including no. 31-2) 'Houses with shops,…stand at successively lower levels following the slope of the street. They are mid 19th century and retain much of the original shop fronts with frieze and cornice carried on bold consoles; above they are finished in the plainest manner, the roofs terminating in a parapet and simple cornice.'
